Wait, if the cervical nerve roots exit above their level (C2 exits between C1 and C2 then the Thoracic and Lumbar are inverse because of C8 so they exit below their levels (L2 exit between L2 and L3)

Found out why. because a herniation is typically posterolaterally, it compresses on the nerve running through that level affecting the one below. The nerve exiting at that level is spared because the herniation doesn't hit it.
