To start my liner installation business do I need a license?

Not for just lining. But any changes to the original plumbing yes. Even if you just need to dig a small hole to start the liner. What you can do usually is go from a toilet or clean out.

That’s a ridiculous process for that little. You can use a handheld liner cannon. One step with a pull out rubber cap on the end.
