Your question is very nice. In every oil and gas plant, there will be a benchmark, a 0 point E- 0000, N-000, and EL- 0000. And a plant north, it may not be the actual north. You need to find this bench mark, and calculate or measure the north and east distances from this benchmark. If you have the plan drawings, it will be easy. Suppose you are working in an old plant, check the pipe rack columns, mostly, you will find the east and north elevations on the columns.
