This piping is part of a bank of heat exchangers, and there is no nearby rotating equipment. The piping is being excited to vibrate by multi-phase flow (gas + liquid together in the pipe, sloshing around). While the pipe supports are sufficient to hold the weight of the pipe, they are not up to the task of restraining piping subject to multi-phase flow excitation.
