why flare line kept outside pipe rack or on TOP of pipe rack??

Flare lines have hazardous gases so need to put this line on highest elevation..

No.. flare header must sloped toward knockout drum so it shall be above flare KO drum. Plus all the PSVs shall be above the Flare header. With that combination Flare header is mostly on top of the rack. And its required 2Dloop for thermal expansion so outside would be better posiition
