Totino/Pizzahead is such a weird but fun final boss! If my belief that he was originally the hero of another game where Peppino was his rival is correct, he really does seem like a cheerful hero who decided to become a villain out of pettiness or a grudge, but lacks the actual personality or drive to make an effort, which extends to his casual boss behaviour. According to TV Tropes, he just gave the Noid and Pepperman places to stay so they wouldn't bother him or destroy the tower, and tricked the Vigilante into thinking Peppino was the bad guy, so Totino really seems like not that cruel or serious of a bad guy, just a pizza boy with a grudge and a bit of insanity!

Also, I hope the devs bring back Pizzahead's scrapped ″angry/enraged″ phase from the files for a EX/hard mode boss fight, even if it goes against Totino's canon personality. It's already satisfying enough to pummel a goofy pizza clown who won't take you seriously, but PIZZING HIM OFF beforehand? That's even better! Plus, we could get a wacky, even more intense remix of his boss tune, and it'd make for a great ″final rival battle″ judging from how his scrapped sprites mirror Peppino's moveset in certain ways!

I would've loved to see Pizzahead's scrapped angry phase, as it'd be such a great roval to Peppino's rage, but I can respect the devs' decision to keep his personality consistent. I do hope they change their mind at some point and give him that angry phase for a hard mode, boss rush mode (ala Kirby's ″Soul″ fights), or even as a surprise twist for when the Noise is played as (I wonder how the third phase boss rush will work for him, since he doesn't have Peppino's anxiety or pent-up Italian Rage?)

The end of the third phase always gets me, it just represents the moment so well. Considering the game has been in development for what was almost the past 5 years, after seeing the same characters for so long finally being fought off in a battle of epic proportions, putting them in their place, you finally match off against the unexpected opponent (who laughably takes it quite casually by the looks of it). The song transitions from a sheer level of intensity into a melody of triumph, that of which essentially marks off the end of Peppino’s long-winded journey (a five year purgatory to what was once a never-ending tower of pizza before it’s full release). Don’t want to stretch this comment out too long, but man, the devs really nailed it with this ending. Definitely inspiring.
