When I was in high school, they spent $7 million to install double locking safety doors in the front office. But the front office was detached from the actual student building, and you could jump a 7 foot fence to get in... Or go in through the unlocked back gate. One of the biggest issues with arming the teachers is for SWAT teams entering the school being able to differ a teacher with a gun vs an active shooter. There is a possibility where the armed teacher trying to stop the actual shooter gets killed by SWAT instead.
