For some context cetus was completely occupied expect the naval islands where a marine army known as exercitus maris which means army of the sea tried invading whitemouth estuary but they mostly lacked sufficient command as large scale mutinies took place

Also in the lore the rest of the fleet, where Cetus put most of their military budget was heading towards as the other guy said, their own islands. But the Exercitus Maris mutinied and begun the landing, even beaching a destroyer to use as close fire support. They won (in the lore) out of pure sheer rage with nothing to lose.

In the lore of Centaura, Cetus successfully takes whitemouth estuary and liberates a large chunk of their land until Antares pushed them back and the fleeing Cetan navy was welcomed by the Vulcan and Riaan navies and all of the remaining ships in the Cetan navy which would be almost all ships remaining, especially in the southern Corvus war, they would either join the Vulpan or Riaan navy and the Cetan navy veterans would be treated as heroes. Cetus had some very high-quality ships to offer to the Vulpan and the Riaan navy, because they had the best navy of Centaura and most likely out of all the other countries in the planet Forma, too bad these high-quality naval vessels would be outdated by the time Riaa was invaded by Antares.

So, Whitemouth Estuary lore here: So, after Mons Planus, Cetus fell and was occupied by Antares and Corvus. Exercitus Marine and The Cetan Navy which was based on the islands, dont really wanna invade mainland Cetus, which led to many marines frustrated. So, In defiance of naval command's orders, these units mutinied and resolved to reclaim a piece of their homeland. Their chosen landing point was Whitemouth Estuary. So they kinda get a destroyer, CIS Naiad, that spawns the or lands the Marines, also it fires like CIS Mira but less worse, and they kinda shoot the Exercitus Maris, and uh Antares. So, Cetus wins but Antares wins again, *sad*
