The Bradley isn't heavily armoured, its a light armoured vehicle, but it can be fitted with bolts to screw in extra protection, like ERA with the "B.U.S.K" or slat armor. That however comes at the loss of soem capabilities, like being able to cross rivers. Basically, the Russians opted to maintain amphibious capabilities, while the Americans opted for more protection, that's in great part due to their experiences with the War on Terror, where the biggest threat were from ambushes and they hadn't had the need for amphibious capabilities, so they ditched them and opted for the armor instead. Another issue is that the Bradley was beuit later and with a more modular design, which means it's got ample space for extra add-ons (i mean, just look at the turrets of the modern Bradleys for example), meanwhile, the BMPs 1 and 2, which are make the bulk of the Russian IFV fleet, were made from prior to that, which makes them less capable of these improvements. The BMP-3 and BMD-4 kind of adressed that, but they weren't nearly produced as much, specially because the Russians opted to restart the BMP-2 production instead due to cost. Also, the BMP-3 and BMD-4 run into problems of their own, starting by their layout, in which the infantry disembarks over the engine, which needs to be at the back to balance the 100mm+3mm guns they have, and also, they sacrifice too much of their armor in exchange for their amphibious capability, while having their 100mm munitions spread all over the hull, making the likelyhood of a catastrophic ammo cookout more likely.
