The plate shall be placed on a thin layer (10 to 15mm thick) of clean dry sand to produce a level surface on which to bed the plate.

Agreed on your statement. However, if the surface is levelled, no need to put clean dry sand on top.

The excavator is used as the required load for load bearing test.

The load of the excavator is much more than the design load. But some portion of the excavator(only desired load) is utilized with the help of hydraulic jack. 🫡
