Dio never actually achieved 'Heaven', he just thought about it a lot, possibly even founding the core philosophy behind it. It was rather, Pucci that had briefly achieved 'Heaven', though he did have to use a piece of Dio to even do so, given how Dio had altered his Stand before death. (I don't consider the Green Baby as being the same as Dio, even though, being a homunculus borne from his bone, it technically might be, though its soul is distinctly different, and it only exists as a transient step in the Heaven Plan.)

The technology item is pretty on point considering that Dio does have a laser beam attack that he attack Jonathan with at the end of Phantom Blood. If you got the Uranus item then that would also be on point since Dio used it to kill Dire.

@@moonlightmando7163the main reason he can’t use most of his vampire abilities like ‘Space Ripper Stingy Eyes” is because after taking over Johnathan’s body (that is infused with hamon because he is a hamon user) he loses access to most of them due to the hamon canceling out his abilities, therefore he chose to lose his vampiric abilities just to be a generational hater.
