I think the reason Playmaker was unlocked at stage 10 was because he was so powerful, he flew through the stages while the others couldn't catch up to him. Thats why he was unlockable at stage 10.

I didn't mind the work up to stage 10. My only gripe was one of the missions during hte progression was "Gore, Summon Great Gouki Orge" and i realized.... I Don't have any Goukis at all. so i was forced to wait out a deck till i had the 3 goukis from the ability. But hey we can now Access Code on someone
