Is there a reason why builders don't use rebar at the foundation level. I've learnt that its important for storey buildings.

No, there are no specific reasons; however, the foundation design and rebar requirements depend on many factors, such as ground conditions and the number of stories. Our recommendation is always to follow the structural design. Thank you.
