Once you put these on, is your Prowler no longer street legal?

I believe it still is in terms of turn signals. There are actually turn signals on the front bumpers and the fenders. I believe they had the fender lights for European requirements, but it was overkill for the US. This will preserve all 4 front turn signals though. However, the removal of the bumpers means the front grill is toast if you ever tap something.
