No one is better than the other. American policies towards a country are driven by their own self-interests and largely have bipartisan support. While Harris might be more pricky and sensitive on some complaints related to issues like so-called 'minority right abuses', etc. Trump would most likely ignore them. Other than that, Harris would be more predictable than Trump.
