Then they could have still got it. Here's a list of all the yellow exclusives. (Missingno is not a Pokémon, but a go-to for the game when there is an encounter without a Pokémon to display.) Weedle Kakuna Beedrill Ekans Arbok Meowth Persian Koffing Weezing Raichu Jynx Electabuzz Magmar So Weedle line, Jynx, Electrabuzz, Magmar and Mew cannot be encountered on your own in Yellow without cheats. So with randomisation. There were 7 out of 151 Pokémon they would never encounter legitimately. 5% is a decent chance to have the Pokémon you picked be un-encounterable xD
