I understand Option B, but here Vendor having Business concern, in which case I believe going with option C is better?

When we made this question we were expecting some conflicts will come in answer from participants because in general collaboration is good idea, in this case we are testing how clear PM is to protect his companies interest, if someone have problem why they stop giving low priority to your delivery why not to other work, and in this question the vendor is not coming and discussing with you just avoiding fulfilling responsibilities , in such cases manage procurement contract of PM task expects PM to ask for meeting contractual commitments. This is how we see this topic based on PMI's task and material interpretation , i understand some of you may not agree.
