From the way I read it, what a further inquiry that people, at least those from the general public are calling for, was to name names of those politicians (national and local), police, social services, teachers, children's home care staff, maybe even local doctors, who knew what was happening but didnt do anything to stop it. There's nothing to stop the Gov going ahead with proposals to deal with those highlighted in the Jay (?) report while an investigation finds those who were responsible for the failures.
