I have a question:If charge is scalar then why +/- sign?like mass is only either zero or positive and time too, but why charge can be both? 🎉

Good question, the sign does not have any thing to do with direction. Vector quantities would need a magnitude and a direction. You could think of the + and - as different colors, for example. Does that help?

why is it not -W = delta U

I think its because the force doing the work is external.. if we were talking about the electric force or coulomb force, you have it right, but because its an external force doing the work, we think of it the other way. Newtons third law is all forces are equal and opposite, so our "external work" being positive makes the electric force negative. do you agree or disagree?

Delta u is final minus initial, thus any positive change in potential energy is caused by a positive work.

Positive change in potential energy means a negative work was done. Why? Work = F*d*Cos(theta). You're moving against the force that's caused by the electric field since the electric field goes from the highest voltage point to the lowest voltage point, and in this example, you are going the opposite way. So the theta would be 180 thus resulting in negative work. Also, when you move an object off the ground, you cause negative work because the force of gravity is going in the opposite direction of your movement. Just if anyone stumbled upon this video that contains false information.

It has been long since I studied them. But I'm sure of the work equation above, and that if the charge is moving against the force, the cos(theta) will be "-1". Also, it does not matter if the force applied is positive or negative since we take the magnitude value of it anyway ( it's positive here fyi F=+qv). Just find better study resources, and you won't need my comment.
