I kinda feel like Lorelei was fired Agatha Passed away. Red had no interest in having to stay in a Empty Room for 13 or more Hours so Lance just Became Champion himself And Bruno is the only one that remains with the Elite Four status.

Lorelei retired her Elite Four status because she has decided to go back to Four Island to protect her friends and family. Agatha got too old and died, so it made sense she got replaced with a Dark-type user. The difference is, Karen leads the Elite Four. As it seems, the only two Indigo League replacements in the Johto games were Will and Karen. With Koga's promotion to second Elite Four member and two former members being replaced by Will and Karen, the two members that remained from the previous league go up one level. The true Indigo League champion is Lance, not Blue. Blue became champion only because he wanted to overshadow Red and prove that he is the strongest trainer in the region. After Blue's defeat, Lance took back his Champion status after Red didn't want to stay in the Indigo League and go live in Mt. Silver waiting for another challenger to defeat him.

If I remember correctly Lorelei gave up her Elite Four title to protect her friends and family in the Sevii Islands. The same thing happened to Agatha due to old age. After Lorelei and Agatha left Indigo Plateau, Koga finally gets his wish of being an Elite Four member. Despite all the changes, Bruno is the only one to remain an Elite Four member. Both members remaining from the previous league go up one level in the Johto games.

More creativity and design went into this game than almost every subsequent Pokemon game. The company thought G&S was the last leg so they went all out. This is also the reason why this generation was the only one where you can go to two different regions at will.

Gen 2 elite four are too easy. Only level 40's. At least they had better move sets then Gen 1. But in gen 1 they where all in the level 50's to 62
