I had a device (of course I can’t remember it off the top of my head), that allowed me to have any Pokémon from Silver and Gold (including legendaries that were events), added to my party. I could also hatch a Mewtwo from an egg along with Mew and the other legendaries with that hack. Any move that was part of the games they could learn. Diglett learning Fly, etc. It was a blast, still use it today. I could also add 20 items of 99 Master balls if I wanted to, and fill the Pokédex with a few button presses.

giancarloparimango did this all the time, I used to watch those videos as a kid. I remember there was a particular one, I believe they put giratina on top of mt silver in hgss. 8 year old me was astonished by this and I was so upset I couldn’t replicate it myself. Swellow's earthquake covers from electric type; torkoal's probably is to cover from ground type; Sceptile's Hydro Pump is to cover against Fire type, as well as ice beam is to cover from flying and Pikachu's surf is prob a reference to the event on pokemon yellow, and idk substitute is just there. They are all coverage moves, this is their purpose, but kinda sucks that none of them are STAB, i can understand your appointment.

Pikachu can indeed learn surf and fly legally in Pokemon Yellow Version and be transferred to the next generations with those moves. Almost every PKMN can learn Substitute.

There are different versions of pikachu, one with a sufgboard, which knows surf, one with balloons, etc. Look it up

Through stadium, Surf is learnable in gen 1 and 2. So is fly. For gen 3, I have heard that after filling all the boxes in pokemon box, you are gifted with a surf pichu egg. So, yeah it's convoluted but possible.
