@@adarsh4555 I've got no clue. That was the whole point of me making this comment. I found no data from any Generation stating that Palkia should be able to learn Hydro Cannon. The closest we have to this in legitimacy is a 2015 Arceus that has Blast Burn and Hydro Cannon. (Still not sure what happened to Frenzy Plant but whatever.)
