The most likely reason Steel resists Dragon is because knights fought dragons, and most of the time the knights won. As most people would know, knights wore chainmail armour, which was a form of metal, and their swords were also made of forms of metal. So because of those reasons, and that fact that knights came out on top against dragons, Steel resists Dragon. It could also quite possibly just be to balance out Dragon types, because they are very OP and needed a type that resisted their moves.

Bold isnt really good for it unless u want a physically tanky heatran, but i use a calm heatran with 252sp def, 252 hp and 4 hp moves: Magma storm-earth power-protect-toxic
