To successfully dodge an attack you must swipe when the white lines on the outside of the screen flash indicating an attack

If you want to dodge properly ignore the animation and you want to dodge just after the flash happens before they attack. there is like a second or less window to dodge.

blizzard and earthquake are tricky to see the flash because it happens a lot quicker and harder to see but the hyper beam has two hits. You'll want to dodge twice for the hyper beam and there is no flash for the second hit. Well not from what I've seen anyway. When I first experimented with the fighting mechanics I was looking for the anticipation as every animator must always have some sort of anticipation for every action. Then there is the lag for online games. So how was I suppose to know if it lagged out when I was trying to dodge. The way they helped that was to add the flash lines appear. It became clear now that they have sort of fixed some bugs. Once you get the hang on knowing when to dodge after the flash it gets easier. Its still a bit buggy but now when you dodge the special move and it says you dodged it but still loose a chunk of you're health? don't worry it fixes itself. Which I love battling and training now. On another note remember that even if you dodge it, you can still loose health but sometimes you can pull off a perfect dodge which you loose no health. Niantic should add a note like dodged it and perfect dodge.

your timing for the dodges are the problem not the connection or your phone. each moves has a different timing you have to get used to.

In order to actually dodge, you have to go based off animation, not when the text pops up. When you notice the enemy pokemon stops basic attacking, you should dodge because theyre charging up their power move.

You have to swipe the dodge when the "flash" goes on your screen. You can dodge 90% of the time if you pay attention to it.
