Actually, iirc, it is 5 base power higher. V-Create has 180 base power, that becomes 270 with STAB, which becomes 135 when resisted. Bolt Strike only has 130, and isn't 100% accurate, but the 20% chance of paralysis is nice.

Remember that resisted STAB V-create is only 10 basepower less than Bolt Strike.
