By my count there are 76 Pokemon by Gen IV that aren't tied to evolution. Since there are 493 Pokemon in total by Gen IV this means that about 85% of Pokemon are tied to evolution in Gen IV. So actually, 90% is pretty close, particularly given that a large portion of the 76 are Legendary. Indeed, 35 of them are, leaving just 41 non-legendary Pokemon that aren't tied to evolution. If you don't count legendaries, then 91% of the remaining Pokemon are related to evolution.

I didn't skip any or recount any), only 76 pokémon in generations 1-4 are not tied to evolution (excluding Mega Evolutions). Scykoh, if you're reading comments, I can automatically tell you that 90% of Pokemon being evolutions is not true at all. Outside of occasional outliers like Eevee, every Pokemon has at most 3 forms, which means that at best, assuming almost every Pokemon has 3 forms, then 66% of Pokemon would be evolutions and, assuming that every Pokemon has three forms even when we don't know about it even counting megas, the ratio would still just be around 75%. For 90% of Pokemon to be evolutions, then, on average, each Pokemon would have to have 10 forms total. One base form and 9 evolutions. And that's just kind-of ridiculous. But, to be fair, I went and searched the Pokedex on my own. In gen 1, there are 74 total evolutions (counting Hitmonchan and Hitmonlee because we know they have a common base form) so 74 out of 151 brings the ratio up to around 49% for gen 1. Moving on.... Gen 2 adds 47 more evolutions (counting the "baby" Pokemon since that makes their Gen 1 forms evolutions), bringing the total number of Pokemon up to 251. That means out of 251 Pokemon, 121 are evolutions which makes the ratio so far 48%. So far, pretty consistent. Gen 3 adds 62 evolutions (once again, "baby" Pokemon counted) with 386 total. That makes for 183 evolutions out of 386, making the ratio of evolutions to base forms 47%. While Gen 3 does have a lot of splitting evolution lines, it also has a lot of stand-alone Pokemon that really should have gotten evolutions in that generation, so it evens out and brings the ratio down slightly. Finally, Gen 4. The one we've been waiting for. This generation adds 62 new evolutions (again, counting "baby" Pokemon) while bringing the total Pokemon count from 386 to 493 and a lot of them were evolutions and pre-evolutions to existing Pokemon, so if there ever was an evolution generation, this was probably it. This makes for 245 evolutions total to 493 total Pokemon, bringing the ratio up from 47% to 49%. So it's really more like around half of all Pokemon are evolutions. And for some fun, let's look at the other generations. Gen 5 added 74 new evolutions, but also brought the total number of Pokemon up to 649. So with 649 Pokemon and 319 evolutions, the ratio remains at 49%. Then, finally, the last generation so far. Gen 6 had 35 normal evolutions and 721 Pokemon total, not counting Mega Evolutions. This brings the evolution count up to 354 evolutions to 721 Pokemon for a ratio of 49%. Now, let's add the Mega Evolutions for the sake of it. There are 48 Mega Evolutions, so that brings the evolution count up to 402 and the total count up to 761. Meaning that, counting Mega Evolutions, the ratio of evolved Pokemon to base forms is 52% as of right now. A far cry from the 90% the game claimed, and that's WITH Megas which is kind-of cheating the numbers since they're not TRUE evolutions!

+Nate the Caliosteo Cup Champion 74 unevolved, unevolvable Pokemon/493 total Pokemon = about 15%. Flip that around and you have 85% of Pokemon as of Gen 4 (not counting alternate forms of course) being related to evolution in any way. Close, but no cigar. Even if I was off by 10 counting the unrelated Pokemon (which I might have been; sometimes I skip the 30s or 40s when counting, though I made extra sure not to so I doubt I did) it still wouldn't reach 90%. You would need 49 unrelated Pokemon or less to get 10% or less (you could get away with 49.3 but I don't think we've managed to create 3/10ths of a Pokemon yet ._.)

I mean, when that Darkrai showed up I think that's the first time I've heard you squeal When TMs are randomized, only the pokemon capable on learning the what the TM originally was BEFORE RANDOMIZING can learn it. For example, Secret Power can be taught to most Pokemon; in my Emerald Randomizer Nuzlocke it became Volt Tackle. I taught it to my Aerodactyl due to its ability which eliminated recoil. Didn't play well to its stats, but it was excellent coverage with zero drawbacks.
