@@RetroFanatic-Trapster2 it's not even just the age, it was a pretty limited set back then, they didn't produce as many boxes as jungle or base set for example. You're way more likely to get your hands on a base set booster even though it's older still (1999).

In Japan the 151 set had a chance for the reverse holos to come in a pokeball style or, far rarer, a masterball. The masterball reverse holos are so rare you're lucky to get 1 in a booster box. They also just went down in price due to more stock having just released if you wanted to grab one.
