Could be a wrong wattage of starter. This also happened to me on a 40 watt T12. That starter is only capable till 20 watts

To stary problem i jest banalny jedna ze świetlówek wpięta jest przez kondensator (cos.fi.)i stracił z biegiem lat parametry trzeba nowy lub go pominąć takich lamp jest coraz mniej więc zakład energetyczny nie zbiednieje z tyt.nie poprawnego Cos.fi.
