Yes It can be desabled either Using Native Trainer or Lambda Trainer. Something really needs to be done about some of these officers in the series. Watching from Jeff's view before this one there is one extremely suspicious officer who for no reason hovers around the bush, while Jeff was completely hidden like in the first bush, and all of a sudden theres more and one randomly starts walking right where Jeff is to push him out just enough to where they can see his shirt? No way in hell, especially not after he stayed in the first one for so long and there was another officer who combed the area around it and did everything legit. Not only is it a waste of time for everyone who was doing it correctly because this alone was fourty minutes that they just uploaded. But also its a massive disappointment for the viewer and maybe even them because they don't get to play out a successful escape which seems to rarely happen and it would have been great to watch that happen.

For a DOJ episode you should try and do drugs/weapons trafficking in the Dashound coach by using the compartments/storage area that you access from the outside, and if you get pulled over by the police you should say that the compartments are jammed/won't open.
