The solution is in scripture involving the ancient Hebrew system of law enforcement. In ancient Isreal a nation under God then to provide a safe city before a law breaker to the society had to prove that they could work things out with follow through as productive part of the society. A safe state is needed perhaps a barren land to restore with support to a garden.
