Depends. Postmasters -can- enter into a contract with state/local LEO’s authorising them to exercise policing duties on postal property. Jurisdictional Authority to police on postal property is literally a case by case basis. I believe the majority of postal properties have local policing authority memoranda - but don’t know that as a fact. What’s truly f-‘d is that if you make a FOIA request to verify if there’s a jurisdiction agreement you may be denied confirmation or explicit denial due to “Operational Security”.

The police officer admitted that he was not there on a call. Therefore, he was NOT responding to an emergency at the request of the US Postal Service Inspector. Him being there with a firearm is a violation of Federal Law unless he is responding to an emergency request by the Postal Inspector Service.
