It is very unlikely that he was a mass shooter. He had plenty of time after he shot the deputy to do that if he wanted to. It appears that around the age of 48 and in 2007 he got involved with drugs and became a petty criminal committing theft offenses. My guess is that on that day he just didn't want to go back to jail again. He didn't want to kill anyone, he just wanted to get away.

As a former LEO, you call in the stop and call in the plate number. The dispatcher would take the plate # down.

As the other gentleman said, the officer would typically call in the stop, the reason, location, description of the car, sometimes a description of the occupants, and the plate number. Lots of variables: sometimes the listing comes up right away, sometimes it takes a few minutes, sometimes the dispatcher is busy with other cars. Also, was the car in his name? Were the plates linked to the warrant? Sometimes the officer waits and sometimes he goes ahead and makes contact with the driver. One looks at the time of day, minor traffic offense, older male who pulls over right away, all point to a low risk routine stop.
