Would it be possible for you to answer the other questions posed within the introduction, namely the "factors that might be causing labour shortages", as I am completely stumped as to how to articulate it in a fashion that is oriented towards an exam, as the likes of the shortage of Long Haul Drivers is due to people not wanting to do the job, but that doesn't really seem that economical?

Many factors at work including delays at the borders, relatively low pay, poor working conditions ad also an increase in demand for van drivers for delivery companies that offer much more flexible hours. Cost of training and passing HGV driver licence exams is also high.
