yes and no. In terms of corrosion protection, in bare air, polished is better as it would allow a "rust layer" that then will have a hard time going below surface level. But can't be used for rebar because it would not be porous enough for contrete to bond to. for rebar purposes, Gritter texture allows the concrete to bond to the steel more, allowing more secure "rebarization".
