He's an investigative reporter, so he's looking for a more in-depth explanation, which could be a combination of old age with other factors. With my professional psychological hat on, I think that partly the stress of the situation including having to deal with a series of lies and untruths some of which were of a highly personal nature, his mind was racing so fast that his speech could not keep up with the speed of his brain. Notice how fast he was speaking. It meant that his mind was jumping from one topic to another before he had finished talking about the first which of course sounds highly incoherent. I think a little bit of relaxation therapy and a little bit of mental rehearsal of anxiety control when he feels himself becoming flustered and I am predicting that he will do much better at the next live debate.

I have also seen this with my Gifted students who have overprepared for an important presentation. Seniors have to speak for an hour on their year-long project and I have seen them get caught in a feedback loop of what they wanted to say but left it out at the right place and dropped the ball trying how to figure out where to add the point later. Any registered nurse or Infectious Disease physician can tell you, when the elderly get an infection, a cold, a UTI or other infection, they often become confused, sometimes even delirious. This is a temporary state that clears up as soon as the infection is resolved. Biden also had a sore throat, which had a terrible effect on the volume of his speech. We will see the familiar Biden back once he recovers from his illness. His advisors should be ashamed of themselves for letting him go on stage in that condition. The debate should have been postponed.
