Why is 4449 not running on excursion trains anymore

Oregon Pacific Railroad doesn't want the 700 & 4449 running due to the weight and it's been breaking the tracks, from what I've heard.

@@BobbyCasethat won’t be a problem for the Mt Emily Shay #1. Why is the diesel in every excursion rides I only want to see and hear the steam whistle and not the diesel horn
