Abdo Lol no he isn't, Joffrey is a horrible villain, he does nothing but whine and order petty punishments. Ramsay on the other hand, is a great villain, he orchestrated the siege of winterfell by tricking Theon, and then tortured him and broke him down into a mere roach, he cunningly foiled stannis's plans to take winterfell (though they were already boiling down after he burned his daughter). Ramsay was a true terror, unlike Joffrey. The only reason Ramsay met his demise is because through insecurity and jealousy he killed his own father. Joffrey met his despise because he was an awful person with no value to anyone.

David Hughes No Joffrey was not horrible villian. He was just a normal useless whiner. He didn't have any character aspect. But he was lucky of his kind to be the crown prince. Tyrion was one of the few with the balls to call him out when he was being excessively stupid and had a backhand strong enough to knock some sense into him. I bet if he had raised the twerp joffrey would have grown into a far less worthless monster of a king. He might have been another cruel tyrant, but at least he wouldnt have been a petty obvious one.
