Can this grow in a retainer wall where the soil stays wet?

I've never tried anything like that, so I can't say with confidence that it will grow there. A lot of aquatic plants are simply just perennials that can grow or "like" wet conditions, and can grow just fine in your garden or flower beds as well. However some plants are more "aquatic" and need to be in water. I feel that parrots feather is one that needs to be in or under water. I've never seen it growing outside of a pond. It may be worth trying, if it stays wet, it may survive. You should look for a plant that is potted, established and rooted in the pot and not just a bare root., as I've seen these plants sold as cuttings that you can pot on your own. I'd be very curious to learn if it works.
