The skill is Omnislice. Normally, you can only do it after Blue Moon. However, with the Skill Expansion Mod, you can do it after some low stance strong attacks.

wish there was a weapon that fit him though. besides the judgment cut in this game, fists feel too agile, out of control for vergils focused teleport dash attacks. they dont have "concentration" and wouldnt benifit from the concentration bar

It's because of the Skill Expansion Mod. Holding Heavy in High Stance causes SoM to take place instead.

It's an incredibly useful skill. The first attack (ground stab) ranks among the fastest skills of the Katana, while the second shockwave deals high damage and ki damage. The only downside is the long recovery, but it can be shortened with a Flux II or any Yokai Skill/Burst Counter
