Depends on the adjustment to the hi-hat stand, the hi-hat itself, and the stick control a drummer has that steers to an intended effect. Also note in that instance the bass is locked with the hitting of the hi-hat; it's a sound that sizzles, where the music comes with a heavy, dance-like slouching. But only drummers with serious technique can drag the music in this abstract-musical light without sabotaging the music itself. Hard practice.
