Yes you are absolutely right. But pdfs and other portfolios are mostly kept private and it's not appropriate to show them to the public. I don't think the last two websites are flashy though.

@ They are not flashy but they still took time to do, I think the overall issue with design portfolios like you said is the time consuming that it is for us designers. Building a website yes it’s nice but long term to keep it updated and building it takes ages. I’ve gave up on this strategy and like you said a pdf or online presentation that applies what you said it’s the most important.

True! That's why I mentioned fancy websites aren't necessary, it really is super time consuming (and also cost money to host and maintain). I don't have one either. I wonder how does the pdf version working out for you?

I assume you can use any design tools you like and export into a pdf. Figma is efficient. If you want to go the old school route, indesign is always an option. You can even use keynote.
