They attract each other but electrons can not reach the positive charge because they are moving so fast. It is the same reason the planets donot fall in to sun. If all the kinetic energy is lost electron will fall in to a proton.

If an atom has more electron's than proton's then is negative charged, and if has less is positive charged, if it's equal is nutral charged

It's because THAT relates to the direction of flowing electrons from Copper or Aluminum atom to Copper or Aluminum atom. They flow from the Anode to a switch or collection of various switches on the device. When the consumer or user moves the switch, that in turn moves a brass (Copper mixed with Zinc) piece to touch another brass (Copper mixed with Zinc) piece so that the flowing electrons have a pathway to travel from either Solid Round Flexible Copper rod or Solid Round Flexible Aluminum rod to either another Copper or Aluminum Solid Round Flexible rod and then the flow of electrons gets work done, whatever that may be (for example: producing light for the consumer, sound, touch reception, heat, wind, stirring food, storing different individual tiny movements, receiving different individual tiny movements, et cetera) then they flow from the work to the Cathode. The positive and negative that you were talking about in your comment are the cathode and anode.
