Hopefully EU brings some policy for PR for PhD students. Maybe Germany might be good since they have an aging population. Is it possible to get a postdoc in the USA after a PhD in EU?

Europe is the pinnacle of the world. In my opinion, the green card in the US is the hardest to get. All places require you to work hard, buck down, be grateful and become part of the culture. You should not bring your home-country's politics, cultural peculiarities or domestic issues with you to your new home. Be a good human first. Then you will be accepted. Otherwise not.
