Could you dispense with the glenoid tubercle if for some reason perfect reconstruction of the joint surface was not possible (and since the tendon will no longer be attached)?

Also, no concerns about removing some of the blood supply to the fragment by detaching the tendon?

Good question, but the joint capsule attachments were very much intact. Little blood supply travels through the tendon. It is basically avascular.

Does the biceps tendon just re-attach itself further distal on the humerus? Any reduced function associated with this vs tenodesis with a screw and spiked washer?

No decrease in function because it is redundant with the brachialis muscle. It does not reattach itself.
