17:40 The Mongols were actually not around when the Ballad of Mulan was written. The bad guys in the Mulan story was a nomadic people called Rouran that later merged with other nomads to become the Mongols. After the Göktürks, a Turkic people, rebellion, some of the Rourans fled into China, while others are believed to have been pursued by the Turks all the way into the Byzantium Empire. The Rourans have long disappeared as an ethnic group, and are believed to have descendants from Northern China all the way to Eastern Europe.

Actually in the original lore Mulan came from the Northern Wei, which had nomadic roots. Their emperor held the double-titles of "Son of Heaven" and"Khagan". The Xianbei tribe where she was from was famed for their horse-archery. So Mulan fighting for the Kublai's Mongol still kinda make sense.

Consider taking Amani as your first governor in H&L mode; you get a hero reveal automatically with each city state suzerainty. So Amani represents a "free" heroic tale every 5 turns assuming you can get 1 more envoy from either tech, meeting bonus, or quests. The opportunity cost of your first governor title is almost always worth the 2-4 hero reveals you get out of it; especially if you get Himiko or Hercules.
