Does Landstar pay if you get the trailer washed? If you wouldn't have had your phone in the holder would it still have been a problem? What gear do you cruise in?

Yes landstar pays for the trailer wash/washout and all maintenance. Yes the phone holder is still a violation even without the phone in it. Between 55 and 62 I run 11th gear at around 1500rpm. 63 to 72 is 12th. I only run 13th if in in an 80mph zone.
