ECO mode is designed to help achieve the manufacturer's specification of the fuel consumption.
If ECO mode is turned on, the car will change gears earlier and will not let you exceed more than 3k RPM while driving. If you let go of the gas, the car will put the transmission in neutral so it can roll out longer and therefore achieve a better average consumption.
If ECO mode is turned off, the car will change gears later on. If you let go of the gas, the car will leave the transmission in gear so it can brake on the engine.

Yes it is true, 2,8 liter/ 100km with mine

But be careful, we had 1-2 over the years in our garage that had problems with the gearbox, horrible to work on and you don't that easily. It's better if you go for a non 3L TDI, because maintance cost are high and the other version got a little more pep to it.
