Poverty is a concept central to a lot of social science research and thinking. In order to really understand poverty, we first need a clear understanding of what poverty is, and what we really mean when we say that someone is poor.
This video looks at two key sociological concepts, absolute and relative poverty.
Absolute poverty is defined as a condition in which there is serious difficulty obtaining the basic necessities to sustain life. In this situation, death from starvation, lack of clean water, or exposure to the elements is a real possibility. It is poverty based on the basic physical necessities needed to maintain biological survival.
In contrast, relative poverty is poverty based on a comparison to the majority of people living in society. This is not poverty in the potentially life threatening sense, but poverty on a scale that is created by looking at what most people in society have. While relative poverty can seem trivial, it can have important, negative affects on a person's life chances.
While there are many ways to think about poverty, and many different kinds of poverty. One thing that all definitions of poverty have in common, is that poverty is a condition in which opportunities to participate in society are affected negatively. People who experience poverty usually have different access to education, political participation, and employment. Poverty also has serious consequences for childhood development, health, social integration, and family stability.
The poverty line is also briefly discussed in this video.

So as per the poverty line, does poor means absolute poverty and not poor means relative poverty? Wanted to know where does relative poverty stop and absolute poverty start, but then in the explanation it's states as poor or not poor.

The poverty line is (usually) a specific calculation used by a government entity. Different times and places have calculated it differently. One historical method was to look at the cost of a healthy diet for a family of four and use that as a basis for calculation. In recent years, it has been argued that such a measure no longer reflects reality because the costs of other necessities, specifically housing, have changed so much. So, the "poverty line" might relate to absolute or relative poverty and could be calculated using either foundational principle, but ultimately it's more useful to recognize it as a specific government (or other entity) calculation used to measure and define poverty. Obviously, politics comes into play here. Depending on how you measure poverty, you can show that it has increased or decreased in the U.S. If we take a "relative poverty approach" then we can see that since about 1980 the gap between the richest and poorest has increased dramatically. If we look at an "absolute" standard of poverty, most people in the United States have a "richer" lifestyle than most humans around the world, and certainly throughout history.
