Is there a way to do this via a table? So that one of the AppAdmins could add and remove users/permissions without to go into Powerapps edit mode? They same way they would add/remove other table data. Thanks for the videos

Absolutely! In fact, as long as I'm using a "real database system" and not SharePoint, I do just that, and recommend other do the same. Good point of clarification. Now that you asked that, I wished I had mentioned that. For the sake of an application template, however, you don't want any dependencies to data, however.
