For group by latest date set the Order by under List Rows present in a table action step.

Hi Thanks for your question. First get the unique values. Then iterate in an array and add a counter outside the loop. If its 1 then skip that other wise delete the row using action step Delete a row. If you want me to make a video I am happy to do so. Thanks

Thanks for watching the video. Yes its possible. You need to find the unique values like I demonstrated in this video. Then using the unique values use the Power Action step Excel List rows present in a table, set the filter query as columnname eq 'filtervalue'. Next check the count.
